Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: positive announcements are issued from multiple capitals. Immense energy is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by current data. From witness perspectives, defense planes that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone close by, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unfeasible to compel Moscow to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from believing that the situation will not change more in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a just a single week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
